Abstract: This article attempts to study the Undergraduate Programs in Foreign Languages and Literatures (UPFLL). Based on the National Standards for UPFLL, we first point out some problems that are generally claimed for UPFLL, then defne UPFLL, delimit its scope of study, and specify its objectives as part of higher education. We hold that UPFLL is humanistic in nature, embracing a variety of areas: foreign languages and literatures, translation studies, cross-cultural studies, and comparative literature. It can incorporate with other disciplines to form joint programs. Understood thus, UPFLL aims at developing undergraduates into whole persons with fine humanistic faculties, good crosscultural competence and critical thinking, rather than communicative skills only. As universities differ in their strengths, types, and resources, it is suggested that those high-profile universities aim to produce academic or cross-cultural elites to meet the demands of the country, while others aim to produce ordinary graduates who can provide multiple language services in various areas. In any case, UPFLL helps students to develop communicative and cross-cultural competence and critical thinking that help them to be successful in any relevant job they choose in the future.
