摘要:

国家外语教育政策既决定一国外语教育的大局,也反映外语教育与社会经济发展的相互影响。本文通过介绍德国联邦政府的教育机构,评价了联邦州文化教育部长联席会议在制定外语政策中所起的作用,重点探讨了德国几项外语政策制定和修改的过程,特别分析了《汉堡协议》前后五次补充修改的内容和原因。文章还探析了汉语在德国中小学开设的原因和意义。

Abstract:

The foreign language education policies of a country not only determine its overall situation of foreign language education,but also reflect the mutual impact between foreign language education and socio-economic development.This paper evaluates the role the joint meeting of Federal State Ministers for Culture and Education has played in the formulation of foreign language policies through the introduction of educational institutions of the German federal government,focusing on the process of formulating and modifying several foreign language policies in Germany,in particular,on analysing the reasons and contents of the five amendments to the "Hamburg Agreement".It also explores the reasons for and significances of opening Chinese courses in primary and middle schools in Germany.
